Когда на излете марта вдруг начинается метель, мало верится, что совсем скоро в поля вый­дут трактора и начнется весенний сев. Между тем все именно так. О том, что ждет тульский агропром в 2018 году, поведал на пресс-конференции министр сельского хозяйства Тульской области Дмитрий Миляев.

В наступившем году посевная площадь останется на уровне 2017-го и составит 864 тысячи гектаров. Две трети по традиции займут зерновые и зернобобовые культуры. В прошлом году урожай хлеба в Тульской области стал вторым в ее истории, и к этой отметке АПК будет стремиться и теперь.

‒ Думаю, что урожай зерновых будет на уровне 2017-го, и если даже чуть меньше, то не критично, ‒ сказал Миляев. ‒ Цель увеличивать урожай зерна мы не ставим, потому что рынок достаточно непростой: большой объем производства снижает цены. К тому же по зерну мы не самый экспортирующий регион.

Хороший крестьянин знает, что нельзя делать ставку только на одну культуру. И дело вовсе не в погоде, а в ценах на продукцию. Недаром в последнее время в Тульской области, как и в других регионах Центральной России, набирают популярность рапс и соя. Интерес стимулирует их высокая рентабельность. Тульские хозяйства в 2018 году увеличат площади под масличными культурами до 16 процентов от общей пашни.

‒ Тульская область ‒ один из лидеров по производству рапса. К тому же в регионе есть две площадки для его переработки – в Веневе и Ефремове. Кроме того, «Кубаньмасло» реализует проект строительства маслоэкстракционного завода, где будут перерабатывать еще сою и люпин.

Еще 12 процентов пашни зай­мут кормовые культуры, 6 процентов ‒ картофель и овощи.

Тульские крестьяне уже готовятся к севу. Процесс идет без срывов: закупают горючее, технику, средства защиты растений. Все хозяйства обеспечены семенами.

Радует и состояние озимых зерновых, за которые беспокоились в конце прошлого года, когда на поля никак не ложился снег.

‒ Процентов на девяносто они в удовлетворительном состоянии, серьезных опасений нет, ‒ отметил Миляев. ‒ Руководители хозяйств в основном тоже довольны тем, как зерновые перезимовали.

Большое внимание уделяется в Тульской области развитию инвестиционного потенциала агропрома. Те проекты, которые реализованы в 2017 году и которые будут воплощаться в жизнь в 2018-м, свидетельствуют о том, что наш регион привлекателен для вложений в сфере сельского хозяйства.

В 2018 году в Тульской области будут реализовываться пятнадцать проектов с общим объемом вложений свыше 73 миллиардов рублей. Постепенно вступая в строй, новые производства создадут в АПК четыре тысячи рабочих мест. Среди них ‒ два тепличных комплекса в Щекинском районе: символический камень в строительство первого из них заложили в поселке Рудный в марте. Уже он один вдвое увеличит производство овощей в регионе.

В Воловском районе строят комбикормовый завод и элеватор, в Заокском ‒ завод по глубокой переработке яиц и овощной сушильный комплекс, в Узловском ‒ тепличный комплекс по выращиванию шампиньонов, в Ясногорском ‒ оленеводческое хозяйство и цех по переработке молока. В ряде районов продолжает строительство животноводческих ферм компания «Мираторг» ‒ семь уже возведены, еще на четырех площадках идет работа.

Примечательно, что не только новые инвесторы приходят в регион, в развитие своих производств вкладывают деньги уже давно работающие в Тульской области фирмы. Например, щекинская «Плава», специализирующаяся на садоводстве, в 2018 году завершит возведение фруктохранилища. Сейчас здание уже построено, ожидается поставка холодильного и газового оборудования. Здесь можно будет держать 1,7 тысячи тонн продукции. Собственные мощности для хранения ‒ дело недешевое: например, «Плаве» новый комплекс стоил 90 миллионов рублей. Тем не менее обойтись без них невозможно.

‒ Урожай мало собрать – его нужно еще и сберечь, ‒ сказал Миляев. ‒ Собственное хранилище позволяет более гибко заниматься сбытом: например, у «Плавы» до сих пор сохранилась часть собранных осенью яблок.

Есть еще ряд интересных проектов, которые будут реализовывать не только в 2018-м, но и в последующие годы. Их одиннадцать, а совокупная сумма инвестиций составит около 23,5 миллиарда рублей. Расширяет профиль производства веневское хозяйство «ЖАК»: здесь к 2020 году хотят реконструировать животноводческий комплекс на 1200 голов и возвести комплекс по обработке и хранению зерна на 120 тысяч тонн. Животноводческий гигант «Мираторг», наоборот, обратится к овощеводству и планирует построить современный комплекс для длительного хранения, фасовки и переработки овощей. Самый крупный по объему инвестиций проект задумала «Тульская мясная компания»: она вложит 11 миллиардов рублей в строительство свинокомплекса с годичной мощностью 57 тысяч тонн. Планируется, что новое производство обеспечит работой 650 человек.

Кроме того, к 2019 году должны обновить инфраструктуру хорошо известные в Тульской области хозяйства. Щекинский племхоз «Лазаревское» намерен модернизировать производство и построить энергоцентр, а «Богородицкий альянс» ‒ картофеле­хранилища и элеватор.

Besides, we are not the most exporting region by grain.

A good farmer knows that you can not bet on only one culture. And it's not about the weather, but about the prices of products. Not without reason recently in Tula region, as well as in other regions of Central Russia, rape and soy are gaining popularity. Interest stimulates their high profitability. Tula farms in 2018 will increase the area under oilseeds to 16 percent of the total arable land.

- Tula region is one of the leaders in the production of rapeseed. In addition, the region has two sites for its processing – in Venev and Efremov. In addition, the "Kubanenergo" implements the project of construction of an oil extraction plant, which will process more soybeans and Lupin.

Another 12 per cent of arable land will be occupied by fodder crops, 6 per cent ‒ potatoes and vegetables.

The Tula farmers are preparing for sowing. The process goes without failures: the purchase of fuel, equipment, means of protection of plants. All farms are provided with seeds.

The state of winter grain crops, which were worried at the end of last year, when the snow did not fall on the fields, is also encouraging.

‒ Ninety percent of the films they are in satisfactory condition, serious fear not ‒ said Milyaev. ‒ Heads of households are largely satisfied with how the crops were winter.

Much attention is paid to the development of the investment potential of the agricultural industry in the Tula region. Those projects that were implemented in 2017 and that will be implemented in 2018, indicate that our region is attractive for investments in agriculture.

In 2018, the Tula region will implement fifteen projects with a total investment of over 73 billion rubles. Gradually coming into operation, the new production will create four thousand jobs in the agro-industrial complex. Among them-two greenhouse complexes in Shchekinsky district: a symbolic stone in the construction of the first of them laid in the village of Rudny in March. He alone will double the production of vegetables in the region.

In Volovsky district build a feed mill and Elevator, in Zaoksky ‒ plant for deep processing of eggs and vegetable drying facilities, in the Tula ‒ a greenhouse complex for growing mushrooms, jasnogorska ‒ reindeer farm and a milk processing plant. Miratorg company continues construction of livestock farms in a number of districts ‒ seven have already been built, and work is underway on four other sites.

It is noteworthy that not only do new investors come to the region, but also firms that have long been operating in the Tula region invest in the development of their production. For example, Shchekinsky "Plava", specializing in horticulture, in 2018 will complete the construction of the fruit storage. Now the building is already constructed, delivery of refrigerating and gas equipment is expected. Here it will be possible to hold 1,7 thousand tons of production. Own capacity for storage-it is not cheap: for example," Plave " new complex cost 90 million rubles. However, without them it is impossible.

‒ The harvest is not enough to collect – it is necessary also to preserve the said mile. Private vault provides greater flexibility to make sales: for instance, "Plava" is still preserved part of the collected apples in the fall.

There are also a number of interesting projects that will be implemented not only in 2018, but also in subsequent years. There are eleven of them, and the total amount of investment will be about 23.5 billion rubles. The production profile of the Venev farm "JAK" is expanding: by 2020, they want to reconstruct the livestock complex for 1200 heads and build a complex for processing and storage of grain for 120 thousand tons. Livestock giant Miratorg, on the contrary, will turn to vegetable growing and plans to build a modern complex for long-term storage, packing and processing of vegetables. The largest in terms of investment project conceived "Tula meat company": it will invest 11 billion rubles in the construction of a pig farm with an annual capacity of 57 thousand tons. It is planned that the new production will provide jobs for 650 people.
